class 8 - death by bureaucracy
- people in power give jobs to their friends (a way of extending influence and establishing close knit room of elites)
USA AND EUROPE CENTRIC DATA WAS SHARED - (refer to lecture slides for resource and data) following are the observations from those:
- investment in teaching has gone down drastically.
- immense increase in rate of growth in administration expenditure, less in recruitment of teachers and research infrastructure.
- professors are teaching more and more students and management is managing more and more students. meaning that work pressure on teacher is rising, leading to negative effect on the quality of education imparted.
- universities have more managers and get paid more than teachers who do the real work.
- less people doing more work given by people who do no work to people who do most work WHAT THE HECK is this paradox.
- growth in govt, the no. of management and the administrators recruitment.
- the number of rules have gone down but the paperwork has gone up,
- military - bureaucracy there has also increased, more officers and less soldiers now.
- increase in generals, in ww2, America 12 million soldiers and 7 four star general and now 1 million soldiers and 40 4 star generals. the kind of perks received by the generals is eye widening.
- soldiers do not have enough to eat, low wages, income. surviving on foodstamps.
- hospitals - high growth in admin than doctors which is stagnating. expensive because the admin cost.
- why is this happening
- franz kafka, in the trial. - bureaucrats need things to do. they go for innocent, compliant, vulnerable people who do not fight back.
- evade work and justify their position.
- 3 defining characters of totalitarianism- they are removed from reality (imposing faith on others), the need to grow and expand their reality, they defied and hated reality. can be used to draw parallel with bureaucracy.
- seeing like a state - admin order of nature like a machine, destroy dynamism, high modernist ideology -- confidence about scientific and technical progress. hubris. expansion of production, satisfy human needs, authoritarian state, weak civil society.
- EG - monoculture method in Germany - vulnerable to stress of disease, weather. you need diversity for resilience.
- STATE refuses diversity.
- Tanzania - Farm communism, small farms got together and merger for coffee and weed and export. monoculture leading to vulnerable to disaster more.
- the amount of gold you can buy with stocks is gong down drastically, its all a bubble
- quiet quitting - bai-lan lying flat like a rock - lazy, complacent, indifferent.
- democracy declining.
- the system only works to exploit and expansion of political networks.
